Accomplishments
Vice President with Science Applications International Corporation, SAIC. Assisted SAIC in winning more than $600 million in new business at DHS and USDA. Served as the SAIC account manager for the Immigration and Customs Enforcement (ICE) Bureau within the U.S. Department of Homeland Security, DHS.
Received a two-year appointment in 2005 to serve as a member of the DHS Data Privacy and Integrity Advisory Committee, a 20 member advisory body selected by the DHS Secretary under the Federal Advisory Committee Act.
Chief Information Officer for USDA in which he provided agency with information technology (IT) policy guidance and oversight, data center and telecommunications operational support services, capital planning and investment control, computer security, privacy, information management and electronic government planning. Department-wide, managed approximately $1.3 billion annually in USDA agency IT investments.
Acting Executive Director of the proposed Support Services Bureau (SSB) responsible for managing all convergence implementation activities.

executive oversight on all major State-initiated computer system acquisitions
for the administration of FNS’ food assistance programs. Provided executive
leadership for implementing the Federal Electronic Benefit Transfer (EBT)
program.
