John served as the first official Assistant Commissioner for the Federal Acquisition Service’s Integrated Technology Services (ITS) organization.  He managed the largest “Fee for Service” IT procurement and services operation in the United States Government and led a highly skilled workforce that managed over five thousand contracts providing products, services, and solutions to nearly 135 federal agencies and departments in approximately 190 countries.  Under his leadership ITS was responsible for development, planning, management and operations of nearly all GSA customer facing Information Technology and Telecommunications contracts.  The organization’s portfolio consists of the IT Schedule 70 program, the OMB-chartered IT GWACs Program, the Network Services program, and several strategic government-wide initiatives.  John’s team developed and awarded Networx Enterprise, Networx Universal, SATCOM-II, the Veterans GWAC, Alliant Small Business, Alliant, and numerous other efforts to include standing up the HSPD-12 identity management MSO, furthering the SMART-Buy program, and offering Trusted Internet Connections (TIC) as a service.  In 2008 John's organization took over responsibility as managing partner of the OMB sponsored ITI Line of Business initiative and, just recently, he spear-headed the development of GSA’ s Carbon Footprint Baseline Assessment Tool that can be used to establish a baseline for Federal agency carbon emissions.

ITS actively works with GSA’s customers and industry partners to ensure that its array of Information Technology and Telecommunications offerings are relevant and timely in support of the broad-ranging missions of federal, state and local customers and in 2008 his organization represented nearly one-third of the Federal Governments IT spending.

John’s experience includes active duty service in the United States Navy, industry computer systems field engineering, and assignments in several other government IT organizations such as the US Army Signal Center, Ft. Gordon, GA, HQs 7th Signal Command Ft. Ritchie, MD, the Army Staff DCSC4, the Defense Information Systems Agency, DISA Liaison to CINC-Forces Command, and the Office of the Assistant Secretary of Defense for Command, Control, Communications and Intelligence (now NII). 

He holds a Bachelor’s degree in Applied Behavioral Science (Business Management), and a Master of Science degree in National Resource Strategy.  He is a graduate of numerous military schools to include the Industrial College of the Armed Forces (ICAF) at the National Defense University, the Armed Forces Staff College, the Army Signal Officer Advanced Course, and he is a prior member of the DoD Acquisition Corp with level three certifications in Program Management and Communications and Computer Acquisition. He resided on the Defense Science Board for Interoperability, the National Communications System Committee of Principals, the Advisory Committee for the Network Centric Operations -- Industry Consortium, and the Committee for National Security Systems (CNSS). His awards include AFFIRM’s Leadership Award for Acquisition and Procurement, the Federal 100 Award, the Consumer Electronics Show - Government Technology Leadership Award, the Presidential Rank Award for Meritorious Service, 2007 Government Computer News Civilian Executive of the Year award, and the Greater Washington Government Contractors Council, Professional Services Council and Washington Technology 2008 Public Sector Partner of the Year Award.  John is married to Melanie A. Johnson and has two children Heather and Braydon.
