Summary
Over 37 years of experience working with public policy, specifically in the area of federal appropriations. During his long tenure with the House Committee on Appropriations, he worked with members and staff of all thirteen Appropriations subcommittees, developing an in-depth knowledge of the dynamics and personalities of the appropriations process. He provided counsel and assistance on procedural and parliamentary processes, and developed a comprehensive understanding of the authorization process, general and supplemental appropriations bills, continuing resolutions, rescissions, reprogrammings, conference dynamics, and rules of appropriations bills and conference reports. He also monitored and worked on issues related to the work of the Committee, such as that concerning the budget process, including budget authority, outlays, unobligated and unexpended balances, trust funds, revolving funds, and other fiscal and budgetary issues.
Accomplishments
Prior to becoming an advisor on federal appropriations matters, served as Administrative Assistant to the House Committee on Appropriations for over 30 years – one of the longest-serving Appropriations staff member in the history of the Committee.
Developed personal relationships with House and Senate Appropriations Members and staff, Officers of the House, and numerous Executive Branch officials. He continues to maintain those relationships.
