Summary

Bob Haycock is a former Federal senior executive who has proven skills in the management of information technology organizations including planning, performance management, capital management, architecture development and operations. Mr. Haycock was instrumental in the development and implementation of the Federal Enterprise Architecture as well as the Federal Line-of Business Initiatives. He has extensive experience in the Federal Shared Service space in helping to grow government-wide service offerings in Financial Management, Human Resources and Acquisition Services. Finally, Mr. Haycock also has extensive experience in managing large data center operations for both operating level Federal bureau’s with extensive field operations, as well as to support government-wide Shared Service Center operations.

Accomplishments

  • Chief Information Officer and Chief Architect, National Business Center (NBC) – Department of the Interior. Responsible for all aspects of information technology delivery to support multiple lines of shared services to multiple federal agencies, and for support of E-Gov initiatives. Led development of a service oriented enterprise architecture for this major shared service provider
  • Chief Architect and Manager – Federal Enterprise Architecture Program Management Office, Office of Management and Budget, Executive Office of the President. Responsible for the initial development of the Federal Enterprise Architecture and its government-wide implementation. Let development and initial rollout of the Federal Line-of Business (LOB) initiatives as the critical implementation approach for the FEA.
  • Deputy Chief Information Officer, Bureau of Reclamation (BOR), Department of the Interior. Responsible for all aspects of information technology policy and operations for a major operating bureau with extensive field operations throughout the Western United States. Successfully implemented structured planning, performance management, capital investment management and operational management processes within this agency.

  • Graduate of the University of Northern Colorado, Greeley, CO with a Bachelor of Arts degree and major in Political Science
