Summary
Mr. Insolia is the Deep Water Point Principle responsible for the NYC market with over 25 years in the IT business, 10 of those specializing in business transformation and optimization in both the public and private sectors. In various stages in his career, Mr. Insolia has been involved in three business transformation efforts including IBM, the Department of Defense, and NYC. In all three transformation efforts Mr. Insolia applied proven techniques in the optimization of governments and businesses to reduce operating expenses enabling investment in programs that directly benefit the public and corporate business lines that generate revenue and profit.
Mr. Insolia is adept in the application of business transformation management systems like the ones applied at IBM and the Department of Defense and the underlying tools including Enterprise Architect Framework and Methods. He is an expert in all forms of architecture (business, data, systems, and network architecture), although the he prefers to speak in terms of “zoning the enterprise”, “architecting capabilities”, and engineering processes, data, software, systems, grids, and networks. In the above business transformation efforts Mr. Insolia has applied his knowledge of architecture frameworks and the underlying methods including the FEA, DOD, and Zachman Frameworks to enable:
- Efficient Investment Planning, Management, and informed decision making
- Program Management Processes with just enough embedded architecture to reduce risk
- Supplier and Capability Maturity Management with specific processes, activities, tasks, methods, work products and deliverables
- Contract Management with terms and conditions based on the same processes
Mr. Insolia has a broad view of both public and private enterprises. As a consultant supporting the Department of Defense and as a senior technical staff member in the IBM Business Transformation and CIO organization, Mr. Insolia defined and executed the Enterprise Architecture and Portfolio Management processes including the development of product independent Technology and Capability Roadmaps leading to portfolio recommendations.
Accomplishments
- As the Chief Architect for NYC and working for the New York City
CIO, Mr. Insolia launched and directed the Enterprise Architecture
Initiative. Mr. Insolia launched this program working with the agency
CIO’s as stakeholders and owners of the architecture. The initiative
included agency CIO’s and executives from NYPD, FDNY, DOF, DOH, SBS,
DOE, HRA, DOITT, OMB, OEM, NYCHA, DOB, and CUNY. Working with this
executive level team Mr. Insolia established the architecture as a
strategic planning and capability-based portfolio management tool.
With representative from some of these same agencies, Mr. Insolia
also launched the NYC Enterprise Architecture Board and with the agreement
of the board members, instituted and published The NYC EA Framework
(NEAF) which is available online at http://www.nyc.gov/html/doitt/html/business/business_enterprise_architecture.shtml.
Under his direction and under the auspices of the Enterprise Architecture
Board (EAB) the NEAF was put to use in establishing “A Mayor’s View
of NYC Business Operations”, the functional equivalent of zoning maps
of the Enterprise. The NEAF was also employed to architect numerous
City-wide Capabilities including the following citywide capabilities:
- Situational Awareness Capability with a focus on all first responders from the FDNY, NYPD, OEM, DEP, and other related agencies
- ITIL-based Service Management Capability supporting DOITT and the Emergency Communications Transformation Program (ECTP)
- Licensing and Permitting Capability supporting SBS, DLA, FDNY, DOF, DOH, and other agencies that issue licenses and permits
- Public Notification Capability supporting OEM, DOT, and other agencies that need to keep the public informed
- Identity and Access Management Capability supporting the identification and authentication of all city employees
- Strategic Planning Capability supporting DOITT
- Service Orchestration Capability to support the transformation of NYC into a “Service Oriented Enterprise” supporting the DOC and other criminal justice agencies.
- A Citywide Architecture Capability to minimize the investment in and standardize architecture tools across the city
- For the NYS Office of the CIO Mr. Insolia established an EA policy, developed the states’ IT Strategic Plan, and provided an assessment of the states’ enterprise architecture capability. Simultaneously, Mr. Insolia supported and guided an EA committee operating under the auspices of the NYS CIO Council. While in Albany Mr. Insolia also supported the NYS Office of Mental Health Mr. Insolia launched an EA program.
- As a Senior Consultant serving the Department of Defense, Office of the Secretary of Defense (OSD); Mr. Insolia provided guidance on the application of existing policies like the Defense Planning Programming Budgeting and Execution (7045), Joint Capabilities Integration and Development (3170), Operation of the Defense Acquisition System (5000.2), and the CIO Council’s Enterprise Architecture Process to the development of the Business Enterprise Architecture and management of transformation projects supporting the elimination of material weaknesses and enabling an unqualified audit opinion for the department.
- As the Program Manager for the IBM Intranet Architecture and Technology Program, Mr. Insolia was responsible for intranet budget and products required for transforming IBM into a premiere e-Business.
