Summary

Mr. Tony Hulbert is a CPA with 27 years of broad based financial and accounting experience. He has served in senior management positions for companies in the government contracting, health care and construction industries.  Mr. Hulbert is intimately familiar with the government compliance and reporting requirements contained in the Federal Acquisition Regulation and with the implementation and use of automated accounting systems such as Microsoft Dynamics and Deltek GCS Premier.  His knowledge of and success addressing financial and accounting issues, both within the private and public sectors, adds great value to all of his Deep Water Point clients.
 

Accomplishments

Prior to joining Deep Water Point, Mr. Hulbert served as chief financial officer for Subsystems Technologies, Inc., a $35 million government contractor. There, he provided executive leadership and supervision for all financial and accounting activities of the organization.    His accomplishments at Subsystems included establishing requirements for and developing the company’s first comprehensive budget as well as creating cash flow reporting and forecasting procedures where none had existed before. Mr. Hulbert also developed and implemented effective policies and procedures that reduced costs and corrected deficiencies in the functioning of the finance and accounting department. By eliminating redundant positions and cross training staff in various functional areas, Mr. Hulbert increased the productivity of the company while better allocating resources. In addition, he served as the primary interface for contact with the Defense Contract Audit Agency and oversaw all tax compliance and reporting activities of the company.

Earlier in his career, Mr. Hulbert operated a successful private accounting practice that provided an array of tax and financial consulting services to clients in the government and commercial sectors. 

Personal

Mr. Hulbert received a BS in accounting from George Mason University in Fairfax, Virginia.  He then went on to become a certified public accountant in the state of Virginia. Mr. Hulbert also earned a certificate in contracting with the federal government from George Mason University which focused on maintaining compliance with current government standards, emphasizing recent government contracting trends and the current regulatory environment.
