Summary
Mr. Michael Chang is an executive leader with extensive experience in interagency strategic planning and implementation. For 25 years, he has focused on the development of border security policy and overseas border security operations including the use of biometrics for screening and identity management. Mr. Chang brings this high level of expertise in national security and IT management to all of his Deep Water Point clients.
Accomplishments
As first division director of the Liaison Division at The US Department of State, Mr. Chang managed the relationship between Consular Systems and Technology Directorate and the business elements of the Consular Affairs Bureau. This included systems development, deployment and maintenance. He also acted as an advisor on the use of iris scans to screen visa applicants and participated in the implementation and development of finger printing and facial recognition systems.
Prior to his work in the Liaison Division, Mr. Chang was a senior advisor at the National Counterterrorism Center. Here, he managed the interagency coordination group that successfully implemented the presidential directive on government wide use of biometrics to detect known and suspected terrorists. This resulted in the creation of an interagency plan that facilitated the use of biometrics by relevant government agencies to identify terrorists. In addition, he headed interagency group planning on countering violent extremism and disrupting terrorist travel.
Mr. Chang has also spent time in Pakistan as Consul General at the US Embassy in Islamabad. His responsibilities included oversight of the processing of 100,000+ visa applications annually and supervising the fingerprint pilot program and full implementation of ten print fingerprinting to screen visa applicants. Over his career, he has served at US Missions in Canada, China, Uruguay, and Mexico.
Personal
Mr. Chang holds a BA in political science from the University of California and TS/SCI and CI poly clearances. He has received numerous awards for his work including an Exceptional Performance Award for timely and outstanding results and multiple Meritorious Honor Awards from The Department of State.
