Mr. Lee Cooper is a seasoned executive with a sterling reputation for creating, building, and leading highly successful organizations that delivered profitable revenue growth in small businesses, mid-sized companies and Fortune 200 corporations. He has a proven track record of performance in operational and profit/loss management, business transformation, strategic planning, business development, acquisition and divestiture, congressional liaison, and communication with Wall Street financial and market analysts. This unparalleled experience led GovConExec Magazine to name Mr. Cooper as one of the Top Ten Business Development Executives to Watch in Government Contracting.

Accomplishments

Prior to joining Deep Water Point, Mr. Cooper was selected to be Raytheon Technical Services Company’s (RTSC) first vice president of Strategic Marketing. There, he was responsible for identifying and qualifying adjacent markets, establishing the strategic direction of the business, and shaping new business pursuits critical to the company’s growth. Earlier in his career at RTSC, Mr. Cooper held the position of vice president of Business Development. In this role, he successfully transformed many business units into high performing, integrated teams. Mr. Cooper developed and executed strategic plans to successfully grow RTSC from $2.0B to over $3.5B in a short four years. His team achieved a win rate of greater than 70% throughout this business turnaround.

As senior vice president of Business Development for the Titan Group of the L-3 Communications Corporation, Mr. Cooper managed a budget of over $24M and oversaw the business development and subject matter expert teams.  With his guidance, his teams achieved a 71% win rate with new business bookings exceeding $6.1B in his first two years. In addition, Mr. Cooper headed up five highly effective support centers including the Proposal Development Center, Business Intelligence Center, Capture Management Center, GWAC ID/IQ Management Center, and Small Business Supplier Center.

While vice president and general manager of Business Acquisition for Unisys Federal Government Group, Mr. Cooper defined and led several transformations of the company’s business model and created sales and business development teams that captured over $14B in new business while maintaining a win rate of 60% for ten years.

Personal

Mr. Cooper holds a BS in mathematics from Oklahoma State University and an MS in systems management from the Air Force Institute of Technology. He is also a graduate of the Defense Systems Management College’s program management course. Mr. Cooper previously held a top secret clearance.  He has also served on the Board of Directors of the Professional Services Council, NDIA, AFCEA, and TechAmerica (ITAA and GEIA).
