Summary

Scott Hastings is an executive leader with 23 years of federal service.  During his tenure in the Immigration and Naturalization Service, Department of Justice, he managed a broad portfolio of functions directly supporting the associate commissioner for Management.  He was made the assistant commissioner for Records Management at the INS.  From there, he was appointed to the position of associate commissioner for Information Resources Management with the accompanying Chief Information Officer title.  When the INS was restructured and moved into the newly formed Department of Homeland Security, he was appointed to be the first CIO of Immigration and Customs Enforcement.  Finally, he was assigned the position of CIO for the US-VISIT program, which became one of the most successful programs in the Department.  Mr. Hastings now uses his knowledge and Federal Government expertise to direct and guide his clients as a partner at Deep Water Point.

Accomplishments

Over the course of his federal employment, Mr. Hastings was integrally involved in a wide range of information technology projects.  One major accomplishment was the creation of a records centralization effort that resulted in the consolidation of more than 50 million records into two facilities along with the necessary development of IT systems to track and maintain them.  While at INS, he designed and implemented the first information technology infrastructure modernization program called ATLAS. 

Mr. Hastings worked with both internal and external constituents to develop the strategy for ATLAS as well as obtain the authorizations and funding to execute this program.

As one of the original CIO’s for the Department of Homeland Security, Mr. Hastings participated in the creation of this department and ensured its operational capability from the inception.  While there, he established US-VISIT and managed the procurement that supported this program as well as deployed its capabilities.

Personal

Mr. Hastings holds a BA from the University of Vermont and is the recipient of numerous honors including three Fed 100 awards and special commendations from the Commissioner, INS and the Secretary of Homeland Security.  He is active in government and industry professional associations, a past President of AFFIRM, and a past ACT board member.
