Summary
Mr. Glenn Perry is a federal senior acquisition executive with over 30 years experience within the Department of Education. His expertise and understanding of acquisition management, workforce development, strategic planning, risk management cost analysis, EVM, and many other business processes, give him the ability to create successful high performing business relationships between government agencies and the private sector. This is the value Mr. Perry brings to all of his Deep Water Point clients.
Accomplishments
At the Department of Education, Mr. Perry served as the senior advisor to the chief financial officer and principal officers, including all senior political and career agency leadership. In this position, he counseled top leaders on issues involving acquisitions, finances and management. As a member of the Ed Investment Review Board, he was responsible for the performance review and management of the Department’s portfolio of major investments. He represented the Department on interagency councils, advisory panels and committees. In addition, Mr. Perry provided business advisory services for select high risk state and local education agencies in federal education funding, as well as in financial, property and procurement management requirements. He also developed and implemented the agency’s acquisition program management certification requirements and full implementation of acquisition workforce certification program. Mr. Perry led strategic sourcing efforts for various commodities and services including information technology at both agency and government wide levels.
Prior to this position, Mr. Perry was the senior procurement executive. In this role, he was responsible for all operational and policy aspects of acquisitions for the cabinet level agency with an annual spending budget of over $1.5 billion per year. He provided guidance, support and oversight to the acquisition activities of procurement and program officials for all components of the agency.
Mr. Perry was the first vice chair of the federal Chief Acquisition Officers Council’s (CACO), co-chair of the Acquisition Committee for E-Government, and member of the federal CIO Council. Mr. Perry played a key role in working with DOD and civilian agency senior executives on government-wide acquisition, financial and technology management issues.
Personal
Mr. Perry holds a BA in political science from Brown University and a BBA in accounting from the University of Wisconsin, Madison. He is also an active member of many industry related associations.
