Summary

Mr. Frank Frisbie has a distinguished history as a senior executive in both the Department of Defense and the Federal Aviation Administration (FAA).  Having had a 29 year career in the Federal Government as well as 20 years in the related private sector, Mr. Frisbie is able to provide unparalleled leadership and guidance to his Deep Water Point clients.

Accomplishments

Prior to joining Deep Water Point, Mr. Frisbie held the position of vice president of Strategic Planning at Apptis.  As a member of the senior management team, he helped chart the strategic course for the civilian sector and was the primary authority and liaison between Apptis and all FAA related business and contracts.

At Northrop Grumman IT, Mr. Frisbie was the vice president and strategic account manager for civil aviation.  In this capacity he integrated the combined resources of the IT sector and those within other areas of Northrop Grumman to meet the challenges associated with air traffic control and management.

Mr. Frisbie started his career at the FAA. He held a series of technical and management positions from field operations to the Office of Systems Engineering.  After 13 years of superior performance, his expertise was requested by the US Navy. As the special assistant for Electromagnetic Spectrum Matters in the Office of the Chief of Naval Operations, Mr. Frisbie was the senior executive responsible for electromagnetic compatibility programs and policy for internal and external spectrum matters. He represented the Navy in national, international civil and military conferences associated with radio frequency assignment and allocation matters.  In doing so, he was the functional manager for all Navy spectrum related personnel worldwide.  When Mr. Frisbie returned to the FAA, he was program manager for their largest program and later rose to be deputy associate administrator/acting associate administrator for Development and Logistics and then rose to the position of National Airspace System (NAS) program director.  In this role, he managed the $11 billion renovation of the NAS ground infrastructure as well as the 10,000 person staff involved in the full life cycle operation of the system. Frisbie took early retirement from government service to start a small engineering services business supporting FAA. 

Personal

Mr. Frisbie holds a BEE from Manhattan College and an MBA from The American University.  He was twice awarded the DOT Silver Medal and is a recipient of the ATCA Glen Gilbert Award for lifetime achievement in aviation. He is a registered professional engineer, held TS/SI TK and NATO clearances, and is a regular contributor to the Journal of Air Traffic Control. He has also been published in the Naval Institute Proceedings, Airport Forum and RTCA publications.
