Mr. David Scali is an innovative, federal acquisition leader with over 35 years of experience. With his broad and keen understanding of the federal acquisition business process, he brings invaluable expertise to all of his Deep Water Point clients.
Accomplishments
Prior to joining Deep Water Point, Mr. Scali served as the director of the Acquisition Division at the Volpe Center. Here, he led several groundbreaking contract programs, most notably as contracting officer for the government’s first set of multiple award task order contracts, known as the Volpe OMNI contracts. As the first acquisition manager for the Volpe Center's program to support the U.S. Army Forces Command (FORSCOM), his guidance was instrumental in the upgrading of the rail infrastructure at military bases throughout the United States. Over the course of his career, Mr. Scali developed and implemented electronic commerce initiatives at Volpe including the creation of the first system to allow vendors to register electronically for procurement opportunity notifications, and the first capability to post all solicitation notices electronically.
Mr. Scali began his federal service at GSA as a contract specialist. While at GSA, he was in charge of the contract for the construction of the O'Neil Federal Office Building in Boston. It was in this position where his affinity for acquisition business process improvement began. He personally developed several computer programs used to analyze bids and calculate option prices for a wide array of service contracts. Mr. Scali’s programs were adopted across the country at all GSA regions which earned him nationwide recognition.
Personal
Mr. Scali holds a BA in economics from the University of Massachusetts. He was a Department of Transportation Acquisition Career Development Level III contracting officer with an unlimited value. Mr. Scali has received numerous honors including the Vice President’s National Performance Review, the HammerAward for his contributions to a government that works better and cost less, and three Secretarial Awards for management and leadership. He was also honored by Government Computer News for his commitment to the application of information technology for management improvement in government.
