With over 30 years of experience working on Capitol Hill, Gerard Chouinard brings his resources and knowledge to Deep Water Point.  Over the course of his career, which began as a staff member for the House Committee on Appropriations, he gained an extensive understanding of the budget and legislative processes.

Accomplishments

A leader in his field, Mr. Chouinard has a solid sense of timing regarding the key decision points in the Congressional appropriations calendar and can quickly ascertain and interpret salient information relative to specific action items.  He is well regarded in his field, and has a favorable reputation with the staff and Members of the House and Senate Appropriations Committees.  As a result, he was asked to become a “Front Office” manager for the Committee on Appropriations in the U.S. House of Representatives.  In this capacity, Mr. Chouinard directly served the Committee Chairman and worked closely with committee staff directors by assisting the 13 Appropriations Subcommittees in preparation of budget hearings and consideration of legislation.

Through the personal relationships Mr. Chouinard created in the House and Senate Appropriations staff and with House and Senate members and their staffs, he has acquired a firsthand understanding and knowledge of the Legislative Branch’s operations.
