Summary
Mr. Charles Wisecarver is a senior foreign affairs leader with 31 years of US Government experience. His extensive knowledge of policy formulation and implementation, cyber-security solutions, software development, equipment modernization, and data center consolidation make him an asset to all of his Deep Water Point clients.
Accomplishments
Mr. Wisecarver was the principal deputy chief information officer
and chief technology officer at the Department of State. Through this position
he supported a customer base of over 50,000 users around the world fulfilling
diplomatic missions and the protection of US citizens abroad. In
addition, he oversaw worldwide technology operations including digital
networks, computers, telephones and radios with an annual budget of $500
million. Earlier in his career, Mr. Wisecarver was the program manager
for the State Department’s messaging modernization initiative that
established a centralized system for all types of documents including telegrams,
memoranda, e-mails, and diplomatic notes.
At the Department of State headquarters in Washington, D.C., Mr. Wisecarver served as the director of the Messaging Systems Office for 4 years and was responsible for all telegram and e-mail delivery. Prior to his work at the State Department, he was employed by the Bureau of Consular Affairs and oversaw the modernization of all consular computer systems around the world. Overseas, Mr. Wisecarver served in Ecuador and Mexico managing the Embassy’s computer systems and telecommunications networks. His career with the Department of State began in Indonesia managing Wang mini-computers. Before joining the State Department, Mr. Wisecarver served as a computer programmer analyst for Department of Defense and Peace Corps.
Personal
After graduating from Virginia Tech with a BA in English, Mr. Wisecarver was a Peace Corps volunteer in Niger, West Africa.
