Summary
Mr. Boyd Rutherford is a highly regarded senior executive with extensive legal and business experience in information technology sales, law, and small and minority business development. His knowledge and leadership in both the federal and private sectors make him an asset to all of his Deep Water Point clients.
Accomplishments
Prior to joining Deep Water Point, Mr. Rutherford served as the assistant secretary of administration at the US Department of Agriculture (USDA). There, he established and implemented the departmental senior level acquisition strategy review process by evaluating over $2 billion in annual procurements. This ensured that departmental procurements were executed in accordance with Federal Acquisition Regulations and appropriate statutes. Additionally, Mr. Rutherford created policies which led to the USDA exceeding its goals for Small Business utilization. His efforts resulted in over 50% of USDA procurements being conducted with small businesses. As chair of the USDA Sustainable Operations Council, Mr. Rutherford instituted procurement policies to increase the USDA’s acquisition of biobased “green” products. As a result of his achievements, Mr. Rutherford was honored with the Department of the President’s ‘Closing the Circle’ Award.
While working as Secretary of the Maryland Department of General Services (DGS) for the state of Maryland, Mr. Rutherford was responsible for more than $900 million in annual contract administration and 10 million square-feet of state-owned and leased facilities. One of his major accomplishments in this position was instituting the award winning, first reverse energy auction in state history, which resulted in cost avoidance of over $5 million while including 6% new renewable energy sources. Over $30 million in cost avoidance was achieved in the subsequent auction with the participation of the University System.
Earlier in his career, Mr. Rutherford held the position of associate administrator of the Office of Small Business Utilization at the US General Services Administration (GSA). While managing this office, he consistently met or exceeded the small business procurements goal of 35% for GSA acquisitions. He also enacted policies to require contractors to re-certify their small business status upon renewal of their Federal Supply Schedule contracts, and reengineered the office processes to create a collaborative approach supporting small business acquisition achievement.
Personal
Mr. Rutherford has a BA in economics and political science from Howard University, a JD and MA from the University of Southern California in communications management. He also holds a Top Secret/Sensitive Compartmental Information (SCI) security clearance.
