Robert Haycock’s 30 year background in information technology leadership affords Deep Water Point clients outstanding guidance and expertise in the areas of enterprise architecture, service oriented architecture and IT management and governance. He is an accomplished professional who assists our customers in building their exposure and activities within the Federal Government.
Accomplishments
At the Department of the Interior, Mr. Haycock rose to the positions of chief information officer and chief architect for the National Business Center (NBC). During his time as CIO, he was instrumental in facilitating the selection of NBC as one of only a few Federal Government shared services centers for Human Resources and Financial Management system services. As chief architect, Mr. Haycock led the development of a comprehensive business case for the adoption of implementation of a service oriented Enterprise Architecture. To compliment this effort, he established the necessary governance structures and processes to integrate the NBC’s Enterprise Architecture program with key shared services initiatives within NBC.
Prior to his service with NBC, Mr. Haycock worked as chief architect of the Government through the Executive Office of the President and the Office of Management and Budget (OMB). While at OMB, he was instrumental in managing the development and implementation of the Federal Enterprise Architecture (FEA). As a result of his efforts, the FEA became an integral element of the government’s efforts to create electronic government. In order to continue the overall build-out of the FEA, Mr. Haycock launched the initial stand up of the FEA Line of Business (LOB) venture. He was an essential player in the identification of the original LOB initiatives as well as the development of the LOB structure and implementation processes.
Earlier in his career, Mr. Haycock held of the position of deputy CIO of the Bureau of Reclamation within the Department of the Interior. There, he was responsible for the organization wide management of the information technology program including; policy, systems management, application development, network management and security.
Personal
Mr. Haycock holds a BA in political sciences from the University of Northern Colorado and an MA in public administration from the University of Colorado at Boulder.
