Mr. Atul Kapoor is a leader in the technical and managerial areas of business and has extensive experience with tax systems on the US federal and state levels as well as internationally. He is a strong, strategic team builder, who thrives in dynamic and fluid environments. Mr. Kapoor’s ability to guide and assist senior executives, business users as well as technologists provides his Deep Water Point clients with unsurpassed direction throughout project life cycles.
Accomplishments
As an expert in large scale program management, Mr. Kapoor conducted a risk assessment for the international visitors programs at the Department of Homeland Security, which was a $300 million program. In this role, he established evaluation practices including, enterprise life cycle management appraisals, inter-agency monitoring agreements, defining the program’s core competencies, and recommending a revised program organizational structure to address issues that were effecting the program’s operations.
While working as the director of Release Management for IRSPRIME at CSC, Mr. Kapoor reoriented the IRS’ program from a project based view of delivery to one focused on release packages. This resulted in significant schedule risk reduction. Mr. Kapoor’s contributions to the IRS’ modernization program have been lauded as innovative and significant, and his efforts led to a multiyear, multibillion-dollar IRS contract for CSC.
The Connecticut Department of Revenue contracted Mr. Kapoor to reengineer their enterprise IT architecture and systems requirements needs. Here, he created a release plan and business case for the phased implementation of an integrated tax administration system. With his knowledge of business solution architecture, he has also provided subject matter expertise to the Department of Inland Revenue in Holland. On this project, Mr. Kapoor instituted image enabled processes throughout their income tax businesses and instructed them on how to build scalable, high performance and easily extensible systems architecture.
Personal
Mr. Kapoor holds a BS in electrical engineering from Birla Institute of Technology, India where he was the valedictorian of his class. He also holds an MS in computer systems engineering from Rensselaer Polytechnic Institute, NY. Mr. Kapoor has received numerous awards including CSC’s Technical Excellence award, Civil Group Business Initiative award and the IRS CIO’s award.
